10:37 Just to clarify, the Ryan plan, as it pertains to “Limit Medigap Coverage” in your bullet points, only would take away first-dollar coverage. This was already achieved in the 2016 Doc Fix bill that takes effect 1/1/2020. This does not hurt seniors, as Plan G is just as good but simply does not cover the Part B deductible.
