(12 Jul 2001) President George W. Bush offered a general outline of his Medicare reform plans, restating many of his campaign promises. That plan is faulted by opponents because Medicare would not subsidize the cost of medicines, nor negotiate prices with drug makers. Bush also waded into the debate over how Medicare is financed by the government. He countered Democratic leaders who say the surplus money from Medicare's hospital-stay fund should be saved for paying off debts.
